How do muslim women have passport pictures taken?

Now, I know not all muslim women wear the full clothing. My mum is muslim and she dresses totally normal. I just wondered, when muslim women wear those robes (are they called hijabs?) that cover their entire body, only leaving out the eyes and hands, how do they get passports? Do they simply not have them? Because I belive in few countries it is the law for all women to wear those - are all women simply not allowed passports? Random thought, just about to go to sleep - I'm confused.
