Can I get to UIC with this ACT score and GPA that I have?

I will be a senior in high school this year. I retook my ACT and I got the same time as the first time I took it which was a 24. All of my years in high school I have taken honors math and science classes as well as honors german classes. I am involved in many extracurricular activities. I have a gpa of 4.28 and my class rank is 12 out of 210. I also volunteer in many places. Do you think that with all of this I can get into University of Chicago at Illinois? please be honest and i will reward points to best answer! Thanks. Also if it helps I'm mexican.
